  - muxers now mux based on running time

  - new matroskaparse element
  - new v4l2radio element
  - rtpsession: support RTCP Early Feedback (the AVPF profile)
  - orc 0.4.14 or newer recommended
  - many other fixes and improvements

Tim-Philipp Müller 972631ae6d oss4: add some comments for translators to clarify meaning of "Low" 
"Low" etc. are quality settings here (e.g. for the internal resampler).
Some day when we use GLib's i18n functions we might want to use
NC_() and g_dpgettext2() here instead of the comments.

Fixes #555967.

Tim-Philipp Müller 044c1e3098 po: add Makevars magic so we don't get line numbers in *.po files 
This avoids the number one reason for local modifications in *.po
files and and makes things less annoying when working with git (or
any other VCS for that matter).

Tim-Philipp Müller 37634c2afb rtspsrc: better error message when the RTSP extension for Real streams is missing 
Try to post a decent error message when it looks like we're failing
because the Real RTSP extension plugin is missing. Also add i18n
bits for rtspsrc so our error messages get translated.

property, basesink already has such a property; misc. other
minor fixes and cleanups.
