e383b504a2 Switch to Rust 1.31 as minimum supported version 
Too many dependencies switched and we can't really keep everything at an
older version.

Commented out for now until stable becomes 1.32.

80c151c8a4 Update README.md for new scope of gstreamer-rs and gst-plugins-rs 
The latter only contains some plugins now, all bindings for writing
applications and plugins is included in gstreamer-rs now.

29d17faf09 Fix tests and enable them on CI 
gstreamer-rtsp-server and gstreamer-editing-services are disabled for
now until there's a new release of them, or once we start building
against git master of them.

9a490b9c28 webrtc: gstreamer as aliased external libraries 
Otherwise gir will not add as external crate gst_sys which doesn't
exist, but gstreamer_sys.

25142fc3b5 generator.py: change heuristic to modify Cargo.toml 
It is easy to forget to add the final comma in the last item in
the workspace member list, thus the current heuristic breaks the
Cargo.toml parsing.

Instead of trying to append the gir item, it is inserted at
position end-2, avoiding the previous described situation.
