basetransform: Fix memory leak when dropping buffers from the transform function
Also add a basic test for a basetransform subclass. Fixes https://gitlab.freedesktop.org/gstreamer/gstreamer-rs/-/issues/472 Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer-rs/-/merge_requests/1291>
