Fix to check if the repo is enabled and don’t make a call to the settings it isn’t. The API works differently the first time vs if it’s ever been enabled.

Last known issue with the stash/bitbucket server remote. Will now not disable and override other hooks. It’ll add to the list of hooks and remove from the list of hooks on the project up to the max of 20 hooks
