API user creation behing a toggle 
I've added a toggle feature (in internal settings) so that user api creation can be disabled while form registration still can be enabled.
Also, the /api/user endpoint shouldn't require authentication. Even if we check the authentication when sending a GET request, to retrieve current user information.

I've moved all the internal settings definition to config to avoid duplicated place to define them.
I don't know why we didn't did that earlier.

What is wallabag?

wallabag is a self hostable application allowing you to not miss any content anymore. Click, save and read it when you can. It extracts content so that you can read it when you have time.

If you do not have your own server, consider the wallabag.it hosting solution.

Install wallabag

Please read the documentation to see the wallabag requirements.

Then you can install wallabag by executing the following commands:

git clone https://github.com/wallabag/wallabag.git
cd wallabag && make install
make run
