* Automatically resolve report when post/comment is removed (#3850)

* Automatically resolve report when post/comment is removed

* also handle apub removes

* Removing auto-resolve report triggers.

* Dont allow creating reports for deleted / removed items.

* Running pgformat.

* Fixing test.

* Addressing PR comments.

* Forgot comment report.
