Split plugin into features including
dynamic types which can be indiviually
registered during a static build.

    - client:
      gst-launch-1.0 -v tcpclientsrc protocol=gdp ! vorbisdec ! audioconvert ! alsasink sync=FALSE

  - ogg packets:
