b55dfb5313 Add feature options for almost all plugins 
The only plugins remaining are those that haven't been ported to Meson
yet, and msdk. Also, the tests are still automagic.

4261692187 Remove plugin specific static build option 
Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

7400a57043 chromaprint: Fix compilation with chromaprint 1.4 
It takes const int16_t * as argument now, while before it was void *. To
make this work with both versions without #ifdef, we omit the const.

5e544c1556 chromaprint: Missing unmap buffer in transform_ip 
When no samples have to be processed, transform_ip exits early, but
the buffer it uses was not properly unmapped.
