The only plugins remaining are those that haven't been ported to Meson
yet, and msdk. Also, the tests are still automagic.

Remove plugin specific static build option

Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

chromaprint: Fix compilation with chromaprint 1.4

It takes const int16_t * as argument now, while before it was void *. To
make this work with both versions without #ifdef, we omit the const.
