c3cc8d416c x264enc: Fix setting latency

feb316e604 synaesthesia: remove experimental GPL-ed synaesthesia plugin 
It never made it out of experimental, and there's a new
synaescope element in gst-plugins-bad that's hopefully
sufficiently similar.
