This will only make use of the framerate if the subclass is chaining up
BaseSink::set_caps(). Otherwise it will have the same behaviour as the
basesink default.
Doing so is useful if video buffers don't contain a duration to
calculate a default duration, and various video sinks already implement
a custom version of this.

gst_video_sink_center_rect() can be called without a GstVideoSink
having been instantiated so we can't relly on the video sink
class_init function to init the category.

Add a property to disable rendering of video frames during preroll. This
will only work for videosinks that use the new ::show_frame() vfunc instead
of overriding basesink's preroll and render vfuncs directly.
