4fec770228 Move licensing page over from www module 
We need to go over this and merge it with the legal-information
page and the bits in the FAQ, but for now just move it over as-is
so we can retire the documentation subsection in the www module.

7ab2946834 plugins: add script to generate plugins list from module xml files 
Bit rough, but works. I might still rewrite it all in perl ;)

For now use xml files from 1.10 branch.

609fb06315 Exclude Windows XP from supported platforms list 
It's no longer supported by glib. All gstreamer libraries and plugins
should work on XP too if you use an older glib (in theory), but we don't
test it anymore.

641241382e Add 'upload' target to Makefile 
Apart from being convenient this makes sure group permissions
are set properly afterwards, so that other people can update
things in future without getting permission errors.
