ea2e208cc1 Change how win32/common/config.h is updated 
Generate win32/common/config.h-new directly from config.h.in,
using shell variables in configure and some hard-coded information.
Change top-level makefile so that 'make win32-update' copies the
generated file to win32/common/config.h, which we keep in source
control.  It's kept in source control so that the git tree is
buildable from VS.

This change is similar to the one recently applied to GStreamer,
except that it adds a few -base specific defines.

b08c0a9003 audioresample: Only pull in liboil if its actualy used. 
Liboil still has quite significant startup overhead especialy on embedded
platforms. In audioresample it was only used for the profiling timer.

16347bfa21 Fix linking on Solaris. Fixes bug #568482. 
Check for nsl and socket libraries and add them to
LIBS if they're found. They're needed for socket()
and gethostbyname() on Solaris.

Use G_PARAM_STATIC_STRINGS everywhere for GParamSpecs that use

fewer allocations and thus less memory defragmentation. Depend
