Add AVTP Raw Video Format de-payload support. The element supports only
GRAY16_LE output format, so:
- active pixels (no vertical blanking),
- progressive mode,
- 8 and 16-bit pixel depth,
- mono pixel format,
- grayscale colorspace.

In current tile representation, only tiles with power of two
width and height in bytes are supported. This limitation
prevents adding more complex tiles formats.
In this patch, we deprecate tile_ws and tile_hs from GstVideoFormatInfo and
replace if with an array of GstVideoTileInfo. Each plane tiles are then
described with their pixels width/height, line stride and total size.
The helper gst_video_format_info_get_tile_sizes() that depends on the
deprecated API is also being removed. This can simply be removed as it wasn't
in any stable release yet.

This deprecates the current send_event interface, and the wrapper
functions based on it, replacing it with a send_event_simple interface and
wrapper function. Together with the new event constructors, this avoids
implementations having to directly access the underlying structure.

Showing existing keyframe have special meaning in AV1. All the references
frame will be refreshed with the original keyframe information. The refresh
process (7.20) is implemented by saving data from the frame_header into the
state. To fix this special case, load all the relevant information into the
frame_header.
As there is nothing happening in between this and the loading of the key-frame
into the state, this patch also remove the separate API function, using it
internally instead.

These symbols from macOS plugins osxaudio, osxvideo, and applemedia
have been present for a very long time but were never documented.
This allows us to document these, and also add Since: markers for new
features (symbols) there were added in 1.20

Since the base class now does the parsing, there is no need
to reproduce that code in all the subclasses, just pass the attributes
which are the only relevant bit anyway.
