gldownload: Implement importing RGBA with modifiers
For single plane RGBA based formats, implement support for modifiers. This fixes issues where linear is actually configured in GL causing visual artifacts. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/6792>
