vaav1enc: Move repeat header data to a dedicated buffer
When enable parallel encoding, it is possible that the unshown frame is not output but it is already be marked as a repeated frame header. So we need to use a dedicated buffer to hold the repeat frame header, don't mix it with the orignal frame data. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/6867>
