Temporarily switch to a gir branch with updated dependencies

Updating to latest gir requires various manual code changes and needs to
be done separately, but this unbreaks the CI for now.

Don't checkout submodules by default
...
This makes sure that cargo does not clone and checkout all the
submodules if pointing to this repository as a git dependency.
To checkout the submodules `git submodule update --checkout` can be
used.

gir-files: Add back as submodule from gtk-rs
...
Instead of copying gir files over every once in a while, with
split-directory support (https://github.com/gtk-rs/gir/pull/1041 ) we can
now use the submodule directly from https://github.com/gtk-rs/gir-files .
