f6476f1e8f uriplaylistbin: use vp9 in test media 
The Windows CI runner does not have a Theora decoder so those tests were
failing there.

f9a39b1138 add uriplaylistbin plugin 
uriplaylistbin plays a list of URIs sequentially, ensuring gapless transitions
and proper streams synchronization.
