Sebastian Dröge 4ad101b53b Use once_cell crate directly again 
The glib crate does not depend on it anymore and also does not re-export
it anymore.

Also switch some usages of OnceCell to OnceLock from std.

Tim-Philipp Müller 8845f6a4c6 git: replace LICENSE file symlinks with copies 
Git will de-duplicate the contents for us anyway, and
symlinks can cause problems with some versions of git
and also on Windows.

Sebastian Dröge 6e7ebc30e0 Revert "rav1e: Pin v_frame dependency to version 0.2.5 for now" 
This reverts commit f85321ce9f.

Versio 0.2.6, which broke API, was yanked and released as 0.3 so this is
all working fine again.

Nirbheek Chauhan 1d4d3e4cb0 build: Update versions to be 0.9.0-alpha.1 
0.9.0 is the next release, so we can't name things that already.

Also the version in meson.build was 0.13.0, which is completely wrong.
