togglerecord: move pads and other_streams to State
Allow us to remove two mutexes, making dead locks easier to debug. Also now use the State lock with `main_stream_cond` as we want to use the higher order mutex in order to prevent dead locks. Part-of: <https://gitlab.freedesktop.org/gstreamer/gst-plugins-rs/-/merge_requests/1935>
