Add the FORGEJO__ prefix as equivalent to GITEA__ when interpreted by
environment-to-ini. It is used when running the Forgejo container like
so:
docker run --name forgejo -e FORGEJO__security__INSTALL_LOCK=true \
-d codeberg.org/forgejo/forgejo:1.18

overridden, therefor we override it after `swagger generate spec` is run.

Although it would be possible to modify these files, it would create
conflicts when rebasing. Instead, this commit removes them entirely
and another commit can start from scratch, borrowing content from the
original files.
The drawback of this approach is that some content updates from Gitea
that also need updating in Forgejo will have to be copy/pasted
instead of being merged.

If the type of `hook_event` is `pull_request_sync`, also need to insert
a record of `commit_status` into DB.
Because `pull_request` event and `pull_request_sync` event have the same
payload, so the code is reusable.

The `q` parameter was not rendered in pagination links because
`context.Pagination:AddParam` checks for existance of the parameter in
`ctx.Data` where it was absent. Added the parameter there to fix it.

There are multiple duplicate reports of errors during template rendering
due to broken custom templates.
Unfortunately the error returned here is somewhat difficult for users to
understand and it doesn't return the context of the error.
This PR attempts to parse the error returned by the template renderer to
add in some further context including the filename of the template AND
the preceding lines within that template file.
