Alexandre Flament 2134703b4b [enh] settings.yml: implement general.enable_metrics 
* allow not to record metrics (response time, etc...)
* this commit doesn't change the UI. If the metrics are disabled
  /stats and /stats/errors will return empty response.
  in /preferences, the columns response time and reliability will be empty.

Markus Heiser 7728e25b11 [refactor] metrics.get_reliabilities() - make code more readable 
- init stat values by None
- drop round_or_none
- don't try to get percentage if base is 'None'

These py files are linted by `test.pylint`, all other files are linted by
`test.pep8`.
