Tobias Ronge f1b3ed37c6 gstrtpbasepayloader: Add property for scaling RTP timestamp ... This patch introduces a property which, if set to FALSE, prevents RTP basepayloader from scaling the RTP time when a segment's rate is not equal to 1.0.
