Don't push buffers if the src pad isn't negotiated yet.

Add support for 24-bit width.

MPEG-2 System Stream Parser
===========================

This element will parse MPEG-2 Program Streams (and eventually Transport
Streams, though likely as a second element) into its elemental streams.
