This adds a new boolean property `auto-reconnect`, defaulting to `true`. Setting it to `false` makes the elements (in caller mode) immediately report an error to the application instead of trying to reconnect. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/3326>
