(gst_value_set_fraction), (gst_value_get_fraction_denominator),
(gst_value_transform_string_fraction),
(gst_value_compare_fraction):
Add some extra guards to ensure that we don't end up
with an invalid denominator of 0 in a gstfraction and
that fractions always get reduced.
