Test automatic value type detection in gst_structure_from_string.

Add fraction as a type we try and guess automatically in
caps/structure strings.

README 

This directory contains various tests designed to test GStreamer's
behavior. When these tests work, they should be recast in the form
of regression tests and moved to ../testsuite.
