Queries if the driver supports "Region of Interest" (ROI) during the config creation. This attribute conveys whether the driver supports region-of-interest (ROI) encoding, based on user provided ROI rectangles. The attribute value is partitioned into fields as defined in the VAConfigAttribValEncROI union.
