Instead of specifying all the H.264 "supported" profiles in the global hash table (used either by decoders and encoders), just complete them in the decoder only, since the encoder doesn't support them. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/2844>
