Tommi Myöhänen 9238647314 photography: add missing FLICKER_REDUCTION capability ... GstPhotography API contains functions to get/set flicker reduction mode, but GstPhotoCaps enumeration doesn't have item for it, so elements are not able to report whether they support this feature or not.
