Yinhang Liu 30d3ce3a9e msdkenc: Enable dynamic capability support
Enable dynamic capability support for msdkav1enc, msdkh264enc,
msdkh265enc, msdkmjpegenc, msdkvp9enc, msdkmpeg2enc.
The gstmsdkenc elements can create the sink caps and src caps
dynamically for different platforms.
