Mark Nauwelaerts d0b942980e videoparsers: add h264parse
Functionally equivalent to (legacy)h264parse and re-uses the latter's low
level NAL parsing, but otherwise based on GstBaseParse, and replacing
some property configuration with caps negotiation.
