Sebastian Dröge 10769e7fe6 gstreamer: Fix encoder and buffer state life cycle 
Allocate/deallocate the encoder in `open()`/`close()` and its buffers in
`start()` / `stop()`.

Also fail correctly if configuring the encoder fails.
