We need to create the sink caps and src caps dynamically for different platforms. By default, the vpp init function create static pad template and the compatibility and flexibility of the platform are too poor. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/4177>
