fdkaacenc: Add support for v2.0.0 and its configurations
These are MPEG-standard configurations so should be checked first,
before the PCE clones added by v0.1.4.

Add feature options for almost all plugins
The only plugins remaining are those that haven't been ported to Meson
yet, and msdk. Also, the tests are still automagic.

configure.ac used to set -DHAVE_FDK_AAC_0_1_4 , which enables
7.1 support.
