meson: Fix libdrm and vaapi configure checks
We do not need fallback: for libdrm checks because the wrap file
already has a [provide] section.

kmssink: add HDR10 infoframe support
If stream has HDR10 metadata and HDMI device EDID supports it, this patch
will set the DRM properties accordingly.
