Matthew Waters	640a65bf96	gst: don't use volatile to mean atomic ... volatile is not sufficient to provide atomic guarantees and real atomics should be used instead. Introduce GstCudaGraphicsResource structure to represent registered CUDA graphics resources and to enable sharing the information among nvdec and nvenc.
