With this patch, configure time is identical no matter whether doc is
enabled or not.
The configuration files also now contain explicitly-listed sources with
no wildcards.
For the four libraries where hotdoc needs to use clang to generate the
documentation (as opposed to the rest of the libraries where hotdoc uses
the gir), the script will call pkg-config to determine the appropriate
C flags.
This means a side effect of this patch is that pkg-config files are now
generated for the gstadaptivedemux and gstopencv libraries.

There is no guarantee that g_get_user_runtime_dir() is in a tmpfs. Using
an explicit shared memory API seems safer for all POSIX platforms.
Note that Android does not have shm_open() and only added memfd_create()
since API level 30 (Android 11).

This allow allocating memory from any DRM driver that supports this
method. It additionally allow exporting DMABuf. This allocator depends
on libdrm and will be stubbed if the dependency is missing. This is derived
from kmssink dumb allocator.

Introduces a `libraries` variable that contains all libraries in a
list with the following format:
``` meson
libraries = [
[pkg_name, {
'lib': library_object
'gir': [ {full gir definition in a dict } ]
],
....
]
```
It therefore refactors the way we build the gir so that we can reuse the
same information to build them against 'gstreamer-full' in gst-build
when linking statically
