Stéphane Cerveau 0d125a2e8a musepack: allow per feature registration 
Split plugin into features including
dynamic types which can be indiviually
registered during a static build.

Sebastian Dröge 77784c7aba musepackdec: Don't fail all queries if no sample rate is known yet 
The sample rate is only needed for the POSITION/DURATION queries and we
would otherwise fail important queries like the CAPS query.

Nicolas Dufresne 4261692187 Remove plugin specific static build option 
Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

Fix seeking in musepack files (it's still incredibly slow, but I
don't think that is our plugin's fault). Clean up code and get
rid of old cruft. Post tags with all kind of neat information like
replay gain and such on the bus, if it is available. Add a
'musepackdec' debug category.
