Add a reasonably large default for the number of simulataneous
files to open, that won't affect users that split recordings into
a few large files, but will help prevent fd exhaustion for users
that make recordings with lots of small fragments

When calculating the timestamp offset to apply to
media streams in a fragment, ensure that all fragments
are offset "together" to preserve alignment in cases
where there might gaps in a recording at a fragment boundary.

Add a signal that allows adding fragments with a specific offset
and duration directly to splitmuxsrc's list. By providing the
fragment's offset on the playback timeline and duration directly,
splitmuxsrc doesn't need to measure the fragment making for faster
startup times.
Add a bus message that's published when fragments are measured,
reporting the offset and duration, so they can be cached by an
application and used on future invocations.
Add examples for handling the bus message and using the 'add-fragment'
signal.

Add a property to limit the number of parts splitmux will open
simultaneously. Modify the part handling to support deactivating
and reactivating the demuxing for each part.
The default is '0', to preserve the existing behaviour of opening
all parts at the beginning.

Today when using the `splitmuxsrc` on a collection of files named as:
```
item0.mkv
item1.mkv
item2.mkv
[...]
item10.mkv
item11.mkv
[...]
```
You will get a continuous stream made in the order of:
```
item0.mkv -> item1.mkv -> item10.mkv -> item11.mkv -> [...]
```
You can fix this by having smarter names of the items:
```
item000.mkv
item001.mkv
item002.mkv
[...]
item010.mkv
item011.mkv
[...]
```
Will get you:
```
item000.mkv -> item001.mkv -> item003.mkv -> item004.mkv -> [...]
```
But, we could also "fix" the former case by using natural ordering when
comparing the files in gstsplitutils.c.

With one regular image file path provided (without %05d),
the element was stuck in a dead loop counting the frames:
gst_image_sequence_src_count_frames
This allows to display any image file out of the element
for a given number of buffers.

Allow a project to use gstreamer-full as a static library
and link to create a binary without dependencies.
Introduce the option 'gst-full-target-type' to
select the build type, dynamic(default) or static.
In gstreamer-full/static build configuration gstreamer (gst.c)
needs the symbol gst_init_static_plugins which is defined
in gstreamer-full.
All the tests and examples are linking with gstreamer but the
symbol gst_init_static_plugins is only defined in the gstreamer-full
library. gstreamer-full can not be built first as it needs to know what plugins
will be built.
One option would be to build all the examples and tests after
gstreamer-full as the tools.
Disable tools build in subprojects too as it will be built at the end of
build process.

Make splitmuxsrc deal better with stream reordering by
making the largest observed PTS contiguous in the
next fragment. Previously, it selected DTS, but then
aligned that with the segment start of the next fragment,
which holds PTS values - leading to glitches in
streams that don't have PTS = DTS at the start.

This reverts commit f29c19be58. If this is
called for the reference context then we would run into an infinite
loop, which is not really better than an assertion.
By fixing up DTS to never be ahead of the PTS in the previous commit
this situation should be impossible to hit now.

When stopping the element, make sure the pad task
is stopped before destroying the part readers.
Closes a race where the pad task might access
a freed pointer.
Also add a guard against this sort of thing
by holding a ref to the reader in the pad loop.

When processing the first event after probing the
file and being activated, requeue sticky events
as there's no requirement that demuxers send tag
and other events again after a seek - that's
why they're sticky.

If we just break the loop, we might run into the `gop != NULL` assert
that follows it. Rather, exit immediately with flushing flow.
Also use this flushing mechanism when we release a pad. This avoids
having an extra flag.

GLib guarantees libintl is always present, using proxy-libintl as
last resort. There is no need to mock gettex API any more.
This fix static build on Windows because G_INTL_STATIC_COMPILATION must
be defined before including libintl.h, and glib does it for us as part
as including glib.h.

since `gst_caps_replace()` and `gst_pad_set_caps()` both ref the caps and neither of them takes the ownership of the caps -> it must be unreffed in `gst_multi_file_src_set_property()`

Instead of assuming that the PTS of a keyframe is the lowest PTS of a
GOP, wait until the DTS has passed this PTS and take the minimum PTS up
to that point. That way the minimum PTS of a GOP can be determined, at
least for closed GOP streams. Open GOP streams still can't be handled
properly.
By knowing the minimum PTS of each GOP, keyframes can be requested at
the correct time relative to the GOP (and thus fragment) start and
fragment overflow calculations can calculate the correct durations of
the GOPs.
