meson: Keep track of the aom plugin
Otherwise it doesn't appear in the GstPluginsPath.json and thus is not listed in
gst-build's uninstalled shell's $GST_PLUGIN_PATH.

av1enc: Add configurations
Added rate control and profile related configuration. The profile
configuration has been copied from vpx.

Add feature options for almost all plugins
The only plugins remaining are those that haven't been ported to Meson
yet, and msdk. Also, the tests are still automagic.
