6c37b359ee meson: add glib-checks option to disable API guards and such
We want this enabled by default, also in releases, but people
may want to disable this for performance-critical workloads or
on embedded devices.

d24e1caf8e meson: add options to disable gobject cast checks and glib asserts
... and define G_DISABLE_DEPRECATED for development versions,
like we do in autotools.

af94a5550d meson: Convert common options to feature options

906b37de60 meson: add 'nls' option to disable translations
And enable by default. Was implicitly disabled because
ENABLE_NLS was not defined. Also use .set_quoted().

ac90718ffc meson: Update option names to omit disable_ and with- prefixes
Also yield common options to the outer project (gst-build in our case)
so that they don't have to be set manually.

7bf576b238 x264enc: Add configure parameter to specify additional x264 libraries with e.g. different depth configuration
x264 has to be compiled specifically for a target bit depth.
Distributions currently ship various libraries in their packages, with
different bit depths.

This change now allows to provide them all at configure time and have
the x264enc element dynamically switch between them based on the bit
depth of the input format.
