jack: remove version guards from the code
We already require >= 1.9.7 in meson and thus we can remove
the older codepath.

jack: Add support for detecting libjack on Windows
No source code changes were necessary to get the plugin working on
Windows with MSVC.
Run QJackCtl and audiotestsrc ! jackaudiosink just works.
