devtools: Add dots-viewer set of tools
This adds `gstdump` and `gst-dots-viewer` server, see the
README for more details about what those tools do.

gst-devtools: Add a cairo option for the cairo dep
So that it can be explicitly disabled to avoid pulling in pixman which
doesn't build on Windows ARM64 yet.
