Stéphane Cerveau 48786371df twolame: allow per feature registration 
Split plugin into features including
dynamic types which can be indiviually
registered during a static build.

Nirbheek Chauhan 8f807477eb meson: Add feature options for all plugins 
Checks for GL, Qt5, and C++ are still automagic. FIXMEs have been
added for these so they can be fixed later.

Nicolas Dufresne 0751b10ab9 Remove plugin specific static build option 
Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

Mark Nauwelaerts f2011f15f1 twolame: improve output framing and timestamping 
... which simply comes down to requesting one frame of input data at a time,
since the encoder nicely turns this into 1 encoded frame.
