We need different export decorators for the different libs.
For now no actual change though, just rename before the release,
and add prelude headers to define the new decorator to GST_EXPORT.
... which is supposed to align with WAVEFORMATEX, but has confusing
names compared to the last 2 fields in the latter (and still
misses 1 field compared to the latter).
