8f807477eb meson: Add feature options for all plugins 
Checks for GL, Qt5, and C++ are still automagic. FIXMEs have been
added for these so they can be fixed later.

0751b10ab9 Remove plugin specific static build option 
Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

f7661aae4b docs: update example pipelines in element docs 
Mostly gst-launch -> gst-launch-1.0, but also
use autoaudiosink/autovideosink in more places
and update pipelines a little or flesh out
descriptions.

f2011f15f1 twolame: improve output framing and timestamping 
... which simply comes down to requesting one frame of input data at a time,
since the encoder nicely turns this into 1 encoded frame.
