spandsp: allow per feature registration
Split plugin into features including
dynamic types which can be indiviually
registered during a static build.

dtmf/spandsp: Move dtmfdetect to use libspandsp
Remove our copy of the tone_detect.c file and use the original
from libspandsp. Also move the element to the spandsp plugin.
