Tim-Philipp Müller d1e9a96a69 mpegpsmux: use DTS in addition to PTS 
And refactor choose_best_stream() a little.

videotestsrc pattern=ball ! x264enc ! mpegpsmux ! ...

plays much nicer now.

Tim-Philipp Müller eaeba16a56 mpegpsmux: add "aggregate-gops" property to aggregate GOPs into buffer lists 
Useful in connection with multifilesink, for example, to make sure
the new file always starts with a keyframe.
