Tim-Philipp Müller ae429de8f6 video: GST_EXPORT -> GST_VIDEO_API 
We need different export decorators for the different libs.
For now no actual change though, just rename before the release,
and add prelude headers to define the new decorator to GST_EXPORT.

Tim-Philipp Müller 2f05268517 video: make direct includes work again 
Not nice to break people's code if we can avoid it. Could
add a warning in the next cycle, and then require single
includes in the cycle after.

Wim Taymans 0c60f0daa4 video-chroma: add chroma resampler 
Add functions to up/downsample chroma in horizontal and vertical
directions. These functions work in-placeand are meant to be used on the
input/output of the pack/unpack functions.
